Annex 2 - Conditions consistent with Operating Schedule
General
1 The licence holder shall ensure that all contractors paperwork is checked and recorded on file to be fully compliant and competent.
2 The licence holder shall ensure that a qualified event safety manager is employed to oversee all safety aspects of the site.
3 The licence holder shall ensure that that site visits are conducted with all key personnel prior to the event taking place and an event brief takes place on site before the gates open to ensure that everyone is aware of the site layout and emergency procedures.
4 The licence holder shall ensure that all aspects of the ‘final version’ of the ‘Event Management Plan’ are adhered to.
Prevention of Crime and Disorder
5 The licence holder shall ensure that a security contractor is employed to supply security management and the correct level of SIA registered security staff. This will be supplemented with volunteer stewards to assist with customer service.
6 The licence holder shall ensure that the bars on site adhere to the ‘Challenge 21’ scheme.
7 The licence holder shall ensure that a random bag search policy is carried out on site.
Public Safety
8 The licence holder shall ensure that all contractors employed on site are competent and compliant with all current legislation and hold all necessary insurances, risk assessments and policy documents. This includes the production company and four key suppliers (stage, light, sound and power), all catering/bars concessions, toilets, marquees, fireworks, waste management and security.
9 The licence holder shall conduct an event risk assessment to minimise any risks to the public, plus a fire risk assessment.
10 The licence holder shall ensure that fire fighting equipment is positioned correctly around the site and the correct level of medical facilities are available.
11 The licence holder shall ensure that the event management plan containing the emergency plan is circulated to all agencies and key personnel.
The Prevention of Public Nuisance
12 The licence holder shall ensure that there is a queuing system in place with ticket lanes and toilets to assist with flow rates and minimise queuing times.
13 The licence holder shall ensure that the persons who become disruptive to others are dealt with by the security staff on site and removed from the arena. Where necessary they will be handed over to the police.
The Protection of Children from Harm
14 The licence holder shall ensure that a lost child procedure is in place at the venue. This will be managed by a female member of the security team, whom is SIA registered. That person will manage the situation with the child, complete a lost child form and alert all radio holders immediately so that not let any children leave the arena until the lost child is found. Where necessary announcements will be made over the PA system.
