Annex 2 Conditions consistent with operating schedule
Prevention of Crime and Disorder
1. The licence holder shall ensure that the premises have an alarm system with Panic Buttons to be maintained in good working order.
2. The licence holder shall ensure that a digital Closed Circuit Television (CCTV) system that captures head and shoulders images of persons entering the premises and at all points of sale and covers any alcohol display shall be installed, operate and record video images at all times that the premises are open to the public.
3. The licence holder shall ensure that all CCTV recordings shall be retained for not less than 28 days and copies be made available on a useable medium to a police officer or any responsible authority upon request to the DPS or his designate.
4. The licence holder shall ensure that a member of staff capable of operating the CCTV system to display images shall be at the premises at all times that the premises are open to the public.
5. The licence holder shall ensure that the CCTV system shall display on any recording, the correct date and time of the recording and be maintained in good working order.
6. The licence holder shall ensure that failure of the system shall be notified to the Licensing Authority and the Police as soon as it is discovered and arrangements to repair to be put in hand immediately.
Public Safety
None
Prevention of Public Nuisance
7. The licence holder shall ensure that useable waste bins are provided on the forecourt.
8. The licence holder shall ensure that doors are to be closed between the hours of 23.00 and 05.00 and all sales are to be made through the night hatch except when there are at least two members of staff on duty during those hours.
Protection of Children from Harm
9. The licence holder shall ensure that all cashier staff are to be trained in the sale of alcohol and refresher trained at least every six months with written or computer-generated tests to prove their understanding of their responsibilities so far as the supply of alcohol is concerned and the challenge policy and avoiding under age sales, proxy sales, sales to those in drink or under the influence of drugs and the use of the refusals book.
10. The licence holder shall ensure that a bound refusals book will be maintained at the point of sale with all entries of refusals recorded in it and made available to a Police Officer or Authorised Officer of a Responsible Authority immediately upon request. Refusals book to be kept for two years.
11. The licence holder shall ensure that authorisation to sell alcohol following successful training or refresher training will be made in writing and records of authorisation and all training records to be kept on site for 2 years and produced upon request to the DPS or his designate by a Police Officer or an Authorised Officer of a Responsible Authority.
