Annex 1 Mandatory Conditions
Mandatory conditions where licence authorises supply of alcohol
1 No supply of alcohol may be made under the premises licence:-
a at a time when there is no designated premises supervisor in respect of the premises licence,
or
b at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
2 Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
3 The responsible person will take all reasonable steps to ensure that that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.
In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance, or harm to children-
(a) games or other activities which require or encourage, or are designed to require or encourage, individuals to-
(i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or
(ii) drink as much alcohol as possible (whether within a time limit or otherwise);
(b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act);
(c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less;
(d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on-
(i) the outcome of a race, competition or other event or process, or
(ii) the likelihood of anything occurring or not occurring;
(e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner.
4. The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).
5. The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.
6. The premises licence holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
7. The responsible person shall ensure that-
(a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures-
(i) beer or cider: ½ pint;
(ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and
(iii) still wine in a glass: 125 ml; and
(b) customers are made aware of the availability of these measures.
“film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c.39) (authority to determine suitability of video works for classification).
Where premises licence includes condition regarding door supervisors:-
Where a premises licence includes a condition that at specified times one or more individuals must be at the premises to carry out a security activity, the licence must include a condition that each individual must be licensed by the Security Industry Authority.
Annex 2 Conditions consistent with operating schedule
As agreed with Community Protection Unit
On the day 11th and 12th July the setting up of the event. All vehicle movement will be kept to an absolute minimum. DELIVERIES MUST BE MADE BETWEEN 8AM AND 11.00AM, after this time there will be NO VEHICLE MOVEMENT ON SITE. In order to protect nearby residents.
No access or exist to be used on the Rycroft Road entrance to the field, in order to protect the amenity of domestic properties who live down the side of the lane onto the field. This must be monitored at all times during the event. A minimum of 2 staff to ensure that no one uses this for entry or exist.
The speakers and the main tent to be positioned on the bottom field down the embankment. Speakers to face in the opposite direction facing away from residential properties.
The Coronation Road entrance and exist must be monitored at all times next to the domestic properties. To ensure that people entering and leaving the site cause no anti-social behaviour and noise is kept to a minimum to respect the privacy of people living in properties on Coronation Rd and Ryecroft Road.
All roads and public highways around the site must cleared of any rubbish, bottles plastic glasses etc. No glass policy must be in place.
All refuse must be placed in the correct receptacles provided. Refuse and contaminated liquids will be disposed of responsibly in the traders facility area. No LPG bottles and Oil drums are to be left on site
As with any event of this type, there are to be no animals allowed on site.
All marquees, tents or other self-build structures should be of sound construction including all supporting poles, frames, guy ropes, stakes anchors and fastenings etc. and all guy ropes and fixing stays shall be conspicuously marked to ensure they do not present a trip hazard. Gazebos are NOT suitable for trading as they are likely to be blown away even by light winds.
You may not sell drinks in glass containers, the whole site has a No Glass Policy
All amplified music in an outside marquee or in the open air shall finish no later than 23:00hrs.
Rehearsals and sound checks are permitted only between the following hours: 11:00hrs to 23:00hrs.
Music from the concert or event is permitted only between the following hours: 12:00 hours to 23:00hours.
The site must be cleared by 00:00 hrs
Music from other sources (e.g. food traders, etc) is permitted only between the following hours: 12:00 hours to 23:00 hours.
The control limits set at the mixer position shall be adequate to ensure that the Music Noise Level shall not at any noise sensitive premises exceed 75dB(A) over a fifteen minute period / the background noise level by 15dB(A) over a fifteen minute period throughout the duration of the concert or event.

The Event Organiser shall have full control over the sound amplification equipment and the volume shall be adjusted according to the requirements of the Responsible Authority for Environmental Health (Environmental Protection).
The Event Organiser shall ensure that all persons (including individual sound engineers) involved with the sound system are informed of the sound control limits and that any instructions from the Responsible Authority for Environmental Health (Environmental Protection) regarding noise levels are complied with.
Unrestricted access to the front of house position and backstage areas shall be allowed at all times to the Responsible Authority for Environmental Health(Environmental Protection) for the purpose of sound level measurements, communications with the nominated noise consultant / sound engineer and monitoring licence conditions.
All complaints about noise received by the site office / event organiser shall be logged, and shall be notified to the Responsible Authority for Environmental Health (Environmental Protection) within 30 minutes of the complaint being received. By ringing the out of hours noise team on 07717451148
The Event Organiser shall effect full control over traders or other organisations on site where there is amplified music being played. At the request of the Responsible Authority for Environmental Health (Environmental Protection) the Event Organiser shall arrange for the volume to be reduced as directed by the out of hours noise team.
Prevention of Crime and Disorder
1. The premises licence holder and Designated Premises Supervisor will ensure that Challenge 25 is enforced during the entirety of the event.
2. The premises licence holder will employ suitable SIA registered security supervisors thought the entire day to provide on-site security at all times.
3. All sales of alcohol will be authorised by the Designated Premises Supervisor during the duration of the entire event.
Public Safety
1. As much as reasonably possible people will be ferried to and from the event in dedicated vehicle
2. St. Johns Ambulance will be on site during the entire event
3. No vehicles will be allowed on site after 10am and until the performances have finished and all members of the public have left the site
4. All on site equipment will be appropriately tested for safety and bands will carry their own public liability insurance
5. Fire evacuation plans and risk assessments will be in place
Prevention of Public Nuisance
1. Regular litter picking will take place
2. A shuttle bus will run from the site to the Queens Hotel throughout the entire event.
3. All Marquees will face away from any housing
Protection of Children from Harm
1. On site security will be provided
2. Any areas considered dangerous (e.g. generators) will be cordoned off.
