Annex 2 Conditions consistent with Operating Schedule
General
1. The licence holder shall ensure that at all times when the premises are open for any licensable activity, there are sufficient competent staff on duty at the premises for the purpose of fulfilling the terms and conditions of the licence and for preventing crime and disorder.
2. The licence holder shall ensure that all staff undertake training in their responsibilities and a record will be kept of the training which has taken place.
Prevention of Crime and Disorder
3. The licence holder shall ensure that any incidents of a criminal nature are reported to the police.
4. The licence holder shall ensure that the CCTV coverage at the premises is maintained and in operation at the premises at all times and conforms to the following:-
Cameras are sited to observe the entrance and exit doors both inside and outside;
Cameras on the entrances must capture full frame shots of the heads and shoulders of people entering the premises, i.e. capable of identification.
Cameras viewing till areas must capture frames not less than 50% of screen.
Cameras overlooking floor areas should be wide angled to give an overview of the premises.
Cameras be capable of visually confirming the nature of any crime committed.
Cameras should provide a linked record of the date, time and place of any image.
The system recording device should be located in a secure area or locked cabinet.
The system should have a monitor to review images and record picture quality.
The system should be regularly maintained to ensure continuous quality of image capture retention.
Signage should be displayed in the customer area advising that CCTV is in operation at the premises.
Digital images shall be retained for a period of 31 days.
Police will be given access to images stored on the system at any reasonable time.
The equipment will have a suitable export method, G. CD/DVD writer so that the police can make an evidential copy of the data they require. This data should be in the native file format to ensure that no image quality is lost when making the copy, if this format is non-standard (i.e. manufacturer proprietary) then the manufacturer should supply the replay software to ensure that the video on the CDD can be replayed to the police on a standard computer. Copies will be available to the Police on request.
5. The licence holder shall ensure that a monitored alarm (to EU 50131) is installed at the premises.
Public Safety
6. The licence holder shall ensure that appropriate fire safety procedures are in place including fire extinguishers (foam, H20 and CO2), fire blanket, internally illuminated fire exit signs, smoke detectors and emergency lighting and all appliances are inspected annually.
7. The licence holder shall ensure that all emergency exits are kept free from obstruction at all times.
Prevention of Public Nuisance
8. The licence holder shall ensure that all customers are asked to leave the premises quietly.
9. The licence holder shall ensure that clear and legible notices will be prominently displayed to remind customers to leave quietly and have regard to neighbours.
Protection of Children from Harm
10. The licence holder shall ensure that where persons appear to be under the age of 18 for photographic identification - proof of age card, the connexions card and citizen card, photographic driving licence or passport, an official identity card issued by HM Forces or by an EU country, bearing the photograph and date of birth of bearer.
11. The licence holder shall ensure that a register of refused sales is kept and maintained on the premises.
