Annex 2 Conditions consistent with Operating Schedule
General - all four licensing objectives
1. The licence holder will provide all staff with appropriate training to ensure compliance with the law.
2. The licence holder will document details of all staff trained and the training participated in.
Prevention of Crime and Disorder
3. The licence holder will ensure that all staff understand the social responsibilities associated with sales and supply of intoxicating liquor.
4. The licence holder shall ensure that Initiatives such as “Driver Shelves” appropriate signage and the provision of alcohol free and low alcohol beverages to encourage responsible behaviour from patrons will be provided and consideration will be give to informing patrons of the alcohol content of drinks served.
5. The licence holder shall ensure measures are in place to prevent customers leaving the premises with bottles or drinking glasses.
6. The licence holder shall ensure the premises use CCTV inside and outside and in all external door ways. Extension of CCTV will cover the bars and dance floor. Appropriate signage will be provided.
7. The licence holder shall ensure that there are appropriate levels and types of lighting provided to the exterior of the premises to discourage disorder and facilitate the use of CCTV, whilst minimising any impact on neighbouring properties.
8. The licence holder shall be aware of the provisions of the Data Protection Act 1998 and its requirements in relation to the use of CCTV.
9. The licence holder shall ensure that Entry and exit policies are in place to include a proof of age scheme, effective queue management, responsible management of group admissions, time limits on new admissions to the premises, non-admission to persons who are drunk and or disorderly or are identified as excluded and a dispersal policy.
10. The licence holder shall ensure that there is a search policy to prevent drugs and weapons from being brought on to the premises and to prevent alcohol from leaving the premises.
11. The licence holder shall ensure a log book is maintained recording incidents including violence, disorder and the ejection or exclusion or persons, at or near the premises.
12. The licence holder shall ensure that measures in place to promote sensible drinking.
13. The licence holder shall ensure that a drugs policy will be in place at the premises which include measures to prevent the supply and use of illegal drugs.
14. The licence holder shall ensure that sufficient numbers of security staff are be employed for the requirements of the premises. All security staff will be dressed in a manner which makes them easily identified as such.
15. The licence holder will actively participate in local crime prevention schemes and local action groups such as “Pub Watch or “Clubsafe”; enable two way communication between the police and staff to allow reporting of incidents and warnings about potential trouble makers, and the sharing of exclusion policies.
16. The licence holder shall ensure that the premises register with crime prevention initiatives run by the police.
17.The licence holder shall fit and maintain an intruder alarm fitted with PIR’s, window and door contacts. Panic alarms will be fitted behind the bar for the use of staff.
18. The licence holder shall fit appropriate locks to all external and internal doors and appropriate offices.
19. The licence holder shall ensure cash registers are sighted away from customer access points and contents removed at close of business.
Public Safety
20. The licence holder shall ensure that the premises comply with all statutory fire safety regulations, all food safety regulations, all current Health and Safety legislation, and all other appropriate Acts of Law.
21. The licence holder shall ensure that toughened safety glass is in use at the premises, where appropriate.
22. The licence holder will provide secure containment for all empty bottles and one way receptacles, and will promptly clear all empty glasses during the open hours of the premises.
23. The licence holder will ensure that full risk assessments appropriate to the operation of the premises and individual risk assessments for entertainments or as appropriate are maintained.
24. The licence holder will provide access routes free of obstruction for emergency vehicles and personnel, and will maintain procedures for calling any emergency service.
25. The licence holder will ensure that regular appropriate safety checks are made by appropriately qualified and competent persons.
26. The licence holder will ensure that staff receive training as appropriate in premises evacuation procedures.
27. The licence holder will ensure that adequate and appropriate first aid equipment and materials are available on the premises and provide sufficiently trained first aiders.
28. The licence holder shall ensure that the premises have and maintain satisfactory sanitary facilities, appropriate premises lighting and emergency lighting.
29. The licence holder will ensure that premises have and maintain appropriate ventilation systems.
30. The licence holder will identify a maximum occupancy figure appropriate for the premises, including for specific areas within the premises.
Prevention of Public Nuisance
31. The licence holder will use noise assessments to identify measures required to prevent nuisance, and control the sources of noise.
32. The licence holder will ensure that air conditioning systems are in use to compensate for the closure of windows and doors in the summer season or otherwise when necessary for the comfort of customers within the premises.
33. The licence holder will ensure that queues are effectively managed using registered security staff including preventing persons from lingering on the forecourt areas of the premises after closing time.
34. The licence holder shall take appropriate measures to ensure customers leave quietly and minimise disturbance to residents in the area.
35. The licence holder shall ensure that a “winding down” period with reduced levels of music and/or more soothing music, stopping alcohol, changing lighting levels within the premises and promoting the sale of food and non-alcoholic beverages.
36. The licence holder will have outside patrolling security staff, within the bounds of the premises, where appropriate.
37. The licence holder will ensure a “zero tolerance” policy is in place towards persons who are persistently rowdy when leaving the premise. The licence holder may consider, in conjunction with other premises, to increase the penalty to barring from multiple premises.
38. The licence holder will prevent disturbance to local residents from vehicular traffic and light pollution which may cause nuisances.
39. The licence holder will ensure the depositing of waste glass into secure receptacles is undertaken at times that will cause minimal disturbance to residents.
40. The licence holder will prevent odour pollution which may cause nuisance to local residents.
Protection of Children from Harm
41. The licence holder will train staff to ensure compliance with the law in relation to the consumption of alcohol by persons under 18 years of age; including the prevention of adults buying alcohol for children.
42. The licence holder will operate a robust entry policy requiring proof of age as a condition of entry and as good practice require all persons appearing under the age of 21 to show proof of age prior to entering the premises.
43. The licence holder will include in the website and in advertisements details of any age related policies.
44. The licence holder and staff will be aware of various proof of age schemes and will advise on and insist on identification which can not easily be forged (i.e. the PASS scheme).
