Annex 1 Mandatory Conditions
Mandatory conditions where licence authorises supply of alcohol
1 No supply of alcohol may be made under the premises licence:-
a at a time when there is no designated premises supervisor in respect of the premises licence,
or
b at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
2 Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Mandatory conditions where the licence authorises the exhibition of films
3 Where the film classification body is specified in the licence, unless subsection 4(b) applies, admission of children must be restricted in accordance with any recommendation made by that body of this Certificate.
4 Where
(a) the film classification body is not specified in the licence, or
(b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question,
admission of children must be restricted in accordance with any recommendation made by that licensing authority.
5 In this section -
"children" means persons aged under 18; and
"film classification body" means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c.39)(authority to determine suitability of video works for classification).
Mandatory conditions where a licence includes a condition requiring door supervisors at specified times
6 All persons primarily engaged under or employed on the premises to vet, regulate and control persons entering the premises; or engaged, used or employed in the supervision of patrons once inside in order to ensure the maintenance of good order, public safety and internal security shall be licensed with the Security Industry Authority.
Annex 2 Conditions consistent with Operating Schedule
Prevention of Crime and Disorder
Boxing/Martial Events
1. The licence holder shall ensure that 28 days notice is given to the Police regarding any proposed boxing/martial arts events so that an inspection can be arranged to look at the following issues:-
a) safe capacity
b) safety management
c) stewarding/security
d) structures and components
e) exit routes obstructed
f) controlled ingress/egress
g) concourses and vomitories
h) seating/standing accommodation
i) emergency procedures
j) fire safety
k) communications
l) medical provision
m) tidiness
2. The licence holder shall be aware that responsible authorities may object to any such event taking place.
3. The licence holder shall ensure that the security at such events is provided by SIA trained and registered staff.
4. The licence holder shall ensure that all stewards adhere to a dress code.
5. The licence holder shall ensure that during boxing/martial arts events the designated premises supervisor is in attendance throughout the event.
6. The licence holder shall ensure that a random search policy is in place and each customer produces at least one form of photographic identification and details are logged.
7. The licence holder shall ensure that wrist bands are issued to ticket holders.
8. The licence holder shall ensure that approved medical staff are in attendance at events.
9. The licence holder shall ensure that the venue is glass free during such events.
10. The licence holder shall ensure that the balcony area is supervised at all times during events.
Public Safety
11. The licence holder shall ensure that all staff are trained in first aid and fire safety and understand the Health and Safety Regulations.
12. The licence holder shall ensure that regular safety checks are recorded daily by Duty Managers.
13. The licence holder shall ensure that the rules on skating sessions are displayed around the building and are implemented by members of staff.
Prevention of Public Nuisance
14. The licence holder shall ensure that CCTV which is located both inside and outside the building is viewable by reception staff and images are recorded.
Protection of Children from Harm
15. The licence holder shall ensure all staff have undertaken a Criminal Records Bureau Enhanced Disclosure.
