Annex 1 Mandatory Conditions
Mandatory conditions where a licence includes a condition requiring door supervisors at specified times
1. All persons primarily engaged under or employed on the premises to vet, regulate and control persons entering the premises; or engaged, used or employed in the supervision of patrons once inside in order to ensure the maintenance of good order, public safety and internal security shall be licensed with the Security Industry Authority.
Annex 2 Conditions consistent with Operating Schedule
Prevention of Crime and Disorder
1. The licence holder shall liaise with the Police 28 days prior to an event (or a fast track option in the case of short notice events/broadcasts) to discuss all issues regarding proposed events.
2. The licence holder shall ensure that when appropriate crime prevention notices and signage is displayed around the premise, in accordance with advice from the police i.e. warning of pickpockets, communicating rules of the area.
3. The licence holder shall maintain membership of the Town Centre ‘Shop Watch’ safety radio scheme.
Public Safety
4. The licence holder shall ensure that when events are taking place first aid points, first aiders and ‘lost children’ assembly points are provided.
5. The licence holder shall ensure that a generic evacuation policy is in place for large scale events, in line with police advice and this is circulated to all managers, supervisors and event organisers. An individual risk assessment will then be attached to the plan
6. The licence holder shall ensure that all drinks are served in plastic bottles/glasses.
7. The licence holder shall ensure that the capacity of the entertainment area is determined for each individual event and that the area is policed and stewarded accordingly. All stewards will be SIA accredited.
8. The licence holder shall ensure that public safety notices are displayed in the area in accordance with advice from the Principal Health and Safety Officer.
9. The licence holder shall ensure that all electrical plant and appliances are tested and serviced on a regular basis.
Prevention of Public Nuisance
10. The licence holder shall ensure that noise monitoring is carried out during hours of regulated entertainment. This is to include appointing a competent responsible person to carry out noise monitoring visits at the boundaries of the nearest noise sensitive premises so as to ensure noise from regulated entertainment is not audible at these locations. If noise is apparent during monitoring at any of these locations immediate steps must be taken so as to ensure it is reduced to such a level that it is no longer audible.
11. The licence holder shall ensure a log of all noise monitoring visits undertaken is made. This is to include dates and times of visits, locations, details of whether noise is apparent and if so, what action has been taken to abate the problem and details of responsible person undertaking the assessment. The noise monitoring logs will be made available to the Licensing Authority promptly upon request.
Protection of Children from Harm
12. The licence holder shall ensure that lost children announcements are conveyed through the internal market broadcast system across the complex.
